Must a prosecutor allow a victim or victim’s representative to directly participate in the conduct of a pre-trial conference with defendant or defense counsel?

Victims have the right to be heard on any issue that implicates their rights. Implementing legislation may provide guidance as to when and how a victim or victim’s representative will be heard in trial courts.
